ACC Metropolitan District

The ACC Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and limited television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Second Amended and Restated Service Plan for the District approved by the City of Aurora, Colorado on June 23, 2025, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the taxpayers of the District. The District is located in the City of Aurora, Adams County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City and County do not provide.

The District may incur a maximum debt of $75,000,000. Ad valorem property taxes and other legally available revenues may be used to repay such debt. 

The District’s Service Plan provides that if the District’s debt is equal to or less than 50% of the District’s assessed valuation, then the District may assess a mill levy to repay such debt without limitation of rate. As of December 18, 2023 this has occurred. Notwithstanding the unlimited mill levy, the District’s debt service mill levy, to be collected in 2025, was 34.763 mills.   

The District must file an Annual Report with the City of Aurora, the Division of Local Government, the State Auditor, and the Adams County Clerk & Recorder.

The District boundaries overlap with the boundaries of Adams County, City of Aurora, Regional Transportation District, School District 28J-Aurora, Urban Drainage South Platte, and Urban Drainage and Flood Control District.

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page:
